| Introduction | |

The project offers a series of realistic programmes which together form an exciting and challenging strategy for change. At a time when the fear of crime is high on the public agenda, the project commits itself to working in partnership with others to promote safer communities. It also gives a high degree of recognition to consultation with communities on a wide range of issues including community safety, social inclusion, drug and substance misuse, as well as issues around young people and offending. Within Social Work Services in Glasgow City Council, the project aims to be at the centre of such consultations, ensuring that the views of the community, including victims, are reflected in its service provision. |

| The Aims of the Project | |
| To target those young people who live in the Glasgow City Council area, who are between the ages of 15 and 21 and who are most involved in offending behaviour in order to effect change and reduce offending | |
| To reduce the number of young people receiving custodial sentences and secure accommodation placements through working with the above two target groups | |
| To reduce the number of victims in local communities | |
To work with two distinct groups of
young people:

To operate the project on a partnership
basis with the following agencies:
A central tenet of this partnership is the need for each participant to have an allocated Local Authority Social Worker who will have case management responsibility. |

| To link participants with existing community resources, especially in relation to education, employment and leisure. Services may vary from basic literacy skills to vocational training. | |
| To work at all times in a way which maximises the empowerment of the young people to take full responsibility for themselves and gain access to those opportunities available to them. | |
